The absence of an "environment" is, IMHO, a feature, not a bug.

Stop me if I've told you this one before, but LXDE is worth a look.
Weight and resource usage more in the fvwm bracket than Xfce, but with
most of the comfort facilities of the Big 3 DEs. |
